In Taiwan, as well as other less developed and developing countries, the need of nursing information system is usually unmet in hospital due to low priority and lack of enough IT resources. However, even when some applications are developed for nursing to improve their productivity, the benefits for those applications are usually practically constrained because the information needs among various nursing specialties were different. Therefore a different application development strategy and tools appears necessarily to solve the above problems. We therefore used the End User Computing (EUC) strategy (Brancheau (1993)
) to train and encourage the front-end users to participate in the development of applications. In this study, we examined how the nurses without IT backgrounds could develop and customize a nursing card-filing Kardex system, supplementary to the original one, with a simple form-builder software.
